Someone asked him a question about him pushing gun control and then he went on a 5 minute long tirade about infrastructure and children's drinking fountains in schools (nothing about guns).
Looks like he screwed up the coordination of reading the wrong pre-written response to the wrong question.
Fucking sad.
Yeah, I think it was because the reporter got to sneak in a followup question that screwed up Joe's list of pre-canned answers. For instance, the question the reporter first asked was probably like question #5. Joe answered the question by looking at his cheat sheet for Answer #5 and reading it. The next question was probably supposed to be by another reporter who would ask question #6, presumably about infrastructure. But the reporter who asked question #5, got in an unscripted follow up question about GA and CO shootings. Joe doesn't know what the fuck is going on, so he thinks they've moved on to question #6, and proceeds to read from his scripted answer sheet, the pre-canned response to question #6, a blathering non-sensical diatribe about failing infrastructure.
