Someone asked him a question about him pushing gun control and then he went on a 5 minute long tirade about infrastructure and children's drinking fountains in schools (nothing about guns).
Looks like he screwed up the coordination of reading the wrong pre-written response to the wrong question.

Wrong! Think about the kind of people who worked up until recently on the KeystoneXL pipeline and the border wall. Those are blue collar, outdoor folks.....gun enthusiasts. Put those kinds of people out of work, and they won't be able to afford to buy guns and ammo, which contributes to keeping guns out of the hands of the citizenry.
Think about a young guy, just starting out, welding, driving a forklift etc. He's making decent money and wants to buy guns and ammo....no problem. Now, take that same young guy, put him out of work, and voila, he's scraping just to eat and not be homeless, he isn't out there buying guns.
Sounds like me. I don't even have enough spare cash to finish mailing in and pay for my gun license. Nevermind buying one. (Canada)
