No i mean they can't the states supercede the feds

States are supposed to, but the Fed has used it's ability to print USD to coerce the States into doing what it wants. The drinking age, for example, is a State law, but you won't get any Federal highway funding if it isn't at least 21.

If the Federal government wants States to gut their election security, all they have to do is make some kind of funding contingent on following those rules, and poof, more State sovereignty is gone.
