If they do this, then many who are excluded will yell - what about the rest of us?! And then you get people all yelling for this damn thing. Move accomplished. It’s like watching a Go game play out. What will be funny to watch though, is a city do it, and wind up with a ton of folks moving there, and also claiming they are identify as the correct category for the money. w00t!!
