When Lyndon Johnson succeeded JFK, he didn't appoint a VP until he chose Hubert Humphrey as his running mate for his next term. But John McCormick was Speaker of the House and would have become President if Johnson couldn't do it. So McCormick was technically Johnson's VP.

By the same token, Pelosi would essentially be Harris' VP and would succeed her if Harris was not qualified.

Of course, with this bunch there's no such thing as precedent or rules, so all bets are off.
