Don't try to "conserve" the ability to buy semi-automatic rifles. Go on the offensive. Open up military grade assault rifles and sniper rifles to be purchased.
Once upon a time they sold military surplus rifles through mail-order, no background check needed. It didn't lead to nutters shooting up schools/stores/theaters. But of course, you and I know that, and I suspect even the Democrat politicians know that. They just don't care, because preventing those events is not the goal.
