They'll force whites out of those jurisdictions, support welfare, and bankrupt the region like they've done in many other jurisdictions. Baltimore, Detroit, San Fransisco, LA, Chicago...The list goes on and on. Then how do you pay these people without any tax income? Debt. And it spirals down economically from there.
