What is been said to voter when been given water, is anything been promised if they vote a certain way, are they been intimidated, if they want water they can bring there own, is it normal for water to be given if I am waiting to get into a stadium, concert etc. There is literally no reason for there to be people giving out water to people waiting in line, if it is a hot day you bring water with you.
Being able to give water or food to people in line is important when you have so few places to vote that it will sometimes take people 8-10 hours of waiting in line. Either you gotta cut down that wait time or be able to provide refreshments.
Then make sure it's some non-partisan unit that hands out water or have both parties hand out equal amounts. You can't have people waiting in line outside for 10 hours to vote. That's just insane.
