Starship troopers had two variations.

You could vote if you served 2 years in the military.

Or if you provided service in other ways provided that you could not perform military service.

This only allowed you to vote or hold public office, the rest was a strict meritocracy.

Just go back to landowners (actual land, not condos), with only one landowner per deed (e.g. only the husband or wife can vote for the family, not both).

If you don't want to place your stake in a city/state, then you should have no representation until you do so.

That would also cause apartment prices to plummet in cities if it meant you didn't have a say in local government.

Land changes hands too much though.

Honestly id rather have a system where every state or county controlled the federal troops and you needed to serve some service for an alotted time before voting.

In that way youd cover ID necessity, and people whove experienced some form of hardship before voting.

The problem today is that the people are bored and have never experienced an ounce of hardship in their lives thinking the tiniest forms of harship are mountains of issues.
