Here's a solution.

We start a GoFundMe to ship some excavation equipment down there, because one Harris [aka: back hoe] isn't enough. Also some tug boats. The tug boats take the hoes to the shore next to the boat to help dig while trying lines to the ship and throttling reverse.

Or we send a scud missile to remove the clog because there's no way that boat is worth more than the price tag it's causing in economic damages.
