I've lived in the district responsible for the big Michigan voter fraud. Conditions are as follows. No plow service, no street sweeper service, no street lights, no animal control, no park service or landscaping, no good cops, no city inspections. Half the houses were demolished, half of what's standing was abandoned, of the quarter that was occupied, only half of those were up to code. Houses were free and my neighbors stole their power and gas. Hardly anyone lived there, yet on paper it's one of the most populated districts in Michigan. You see the GOPers they stick their heads in the sand when they see something they don't like.
