or GPS trackers, GPS trackers could let the government set a variable cost per mile based on time / location (rush hour in the big city? that'll be $47, see VA EZ-Pass rates already!)

Also the trackers come in handy for all other kinds of government intrusion.

And if you don't want to be tracked for privacy reasons, they will grant your wish and assume you drove 100,000 miles that year. This was proposed legislation in Illinois several years ago. Didn't pass, fortunately.
