Filibuster was never changed due to fears of what would happen when the other party got power back. The fact that they are speaking like this tells me they don't plane being able to lose power again. Just adding DC as a state would make returning the GOP to power extremely hard.

It has been changed many times. It's always been watered down, but never removed (except for nominations).
