So in California, a lot of people drive at least 30 or so miles to get to work. To avoid the massive congestion on the freeways they put in toll roads which are really expensive. So now people would pay toll fees, gas taxes and mileage taxes. Pretty soon it will be more expensive to go to work than getting the salary.

Will there be a Federal GPS mile/position recorder required on every vehicle or will they commandeer existing GPS systems to track each vehicle's travels?
Does the IRS get to be the "enforcer" of collection as a part of their Excise Tax division - or will this be a "voluntary" systems like the Income Tax?
What will be the penalty for fudging the system - since it's predictable that will become a national pastime in itself.
