Somebody told me once that chainguns/miniguns are actually legal for civilians to own because they don't fit the legal definition of a machine gun. The reason very few civilians own them is because they're expensive, they'll eat through a huge amount of ammo in a couple of seconds, and you need a power source to spin the barrels.
