the bill of rights consists of the first 10 amendments to the constitution, that were passed as a package. Each of which RESTRICTS THE GOVERNMENT from encroaching on fundemental rights of citizens.

No. The UK granted it's subjects rights and priveledges. The US Restricted(intended to) the Government from infringing on rights that are inherent in our existence.

There is a key difference in there if you can find it.
