Vin Diesel and the Rock are pretty muscular as are quite a few others, but they can't act, have poor charisma and the movies dialog is worse. Arnold didn't look too bad after he stopped being the governor, but every single movie he did after was dog shit compared even to the Seventh Day and Eraser so I don't think it's entirely on the actors, but the dialog, plot and director too.
