I remember the crappy video of him carting in multiple bags. Story given was he was allowed to use the freight elevator because he was a frequent guest.
I worked at one of Station's Casinos in Vegas for a while back in 2014/2015, it was common to let regular guests use our freight elevators and our receiving dock if we weren't absolutely swamped with other shit. It was usually for AV equipment or something similar, but we would never check what they were unloading.
I can't speak for Mandalay Bay, but for Stations back then the story checks out.
Totally makes sense when bringing in equipment for a presentation/conference but as you say these are easily identifiable. If I was a casino manager I wouldn't want a bunch of duffle bags not coming in with a late middle aged guy with no explanation
