I don't see how they're going to enforce this. They will either need to get you to put a tracker on your vehicle or have you come in every time you register your vehicle, none of which I'm willing to do. people, especially those with older vehicles, will learn real quick how to turn back those odometers, LOL

Yeah, it doesn't surprise me coming from someone who prefers trains. Bet he'll want to tax commercial vehicles more than they already are here soon.

The black box in every newer car is exactly how they will enforce this. Just read of a SC spy company that has real-time access to 15 billion vehicles worldwide..
