When I've purchased mine, ive (obviously) passed every check, easily enough, ive never broken the law or been on a mental health hold, etc, etc...but last time I was in there was a lady buying a pistol who had a contested check. I believe when the ffl called for an over the phone interview and confirmation that she passed...I'm not sure exactly what they did I was trying not to eavesdrop, but the lady was right next to me.
What would cause nics to contest but clear over the phone?

Maybe an illegal immigrant used her SSN to file taxes.
One possibility is someone else with her same name or similar is ineligible.
