Our rights aren't reserved for citizens.

Not exactly true; the only right that is reserved for citizens only is the right to vote.

All others are for anyone residing in the US.

There has been an active, winning campaign that has insisted that the Constitution and all rights guaranteed by it applies to anyone who resides within our borders. I think that the only thing non-citizens can't do is vote, but obviously they want to change that too.

The constitution is applied as a restriction to the government, a government rule book, thus anyone LEGALLY in the USA is covered.

A legal tourist can not purchase a firearm. The people is most likely defined as the citizenry. There are restrictions on non citizens.
