The constitution is applied as a restriction to the government, a government rule book, thus anyone LEGALLY in the USA is covered.

A legal tourist can not purchase a firearm. The people is most likely defined as the citizenry. There are restrictions on non citizens.

I'm saying refugees are like guests in this country that really shouldn't ever be granted citizenship. They are taking temporary refuge due to extenuating circumstances. They should be returned to their country when it becomes safer. Immigrants aren't citizens automatically, they go through a process to become citizens when they have proved they are valuable to the community and understand our country. When an immigrant proves those things, they are then granted full access to the constitutional protections

Actually, none of them meet refugee requirements. They must take refuge in the first safe country they encounter. All refugees, however, take refuge in the first safe country with refugee benefits and walk right through countries they'd be safe in but would have to work. It's bullshit.
