E-4 and below barely make any money in the Guard for their 1 weekend a month, 2 weeks per year (which turns into a 4-5 day weekend and a month or so during the summer - unless their unit is doing more long trainings). Good luck holding down a higher paying job in many cases because USERRA is an absolute joke and doesn’t usually help people retain their civilian jobs when the Guard takes up too much time.
Plus, the Guard is where you find people who are coming up on their 6-year mark and still haven’t passed an APFT since Basic - can’t kick ‘em out, that would cut into overall readiness and troop count.
