Don't know exactly God's words. But God would have sent a message to Mary's heart of her giving birth to his Son and she accepted that task from God before Jesus was conceived in her womb. She had a choice of telling God 'no' at that time.

Women DO have a choice, but that choice happens when they CHOOSE to have sex, not months later.
