When your enemy is strong, appear weak and helpless to gain sympathy from the people. When you are of equal strength, gain their friendship and trust. When you are stronger, dominate them and subjugate them. That's why they're silent in China and boisterous over here. They have no power in China and are at an equal footing here seeing as how they're entrenched in our government.
