They can legalize all they want, if people have no money they will still buy untaxed from the street.
Nothing better than a drugged, poor and dumb population.....which will implode in record time.
Sane people will vote with their feet, will do warm demolitions, get insurance payment and leave the state. Land-owners are screwed or need to take a loss, the value of their land is over-inflated anyways.
They are also working on legalizing pot in order to reap the reward from all the tax revenue that will be generated.
How about just lower your taxes so that more businesses come in?
