While what happened is 100% on the church leadership for doing such a thing... As far as the state is concerned regarding papers files, it is technically considered a "business". The main person responsible for this is whoever in charge called the police. Saying "this isn't a crime" doesn't work because it's simply a trespassing issue to the police, which I would hope is enforceable, even though I think it's insane and stupid that it was used to demean a church member. This is all on the church leaders, it isn't even about masks for the police here, it's responding to someone "not wanted" on the property, which at a church for the reason of not wearing a mask is a jarring disobedience of the gospel.
