They do this to skew perceptions (Black and White) and give the impression of White oppression they desperately need for their narrative. They want to demoralize Black communities, makes them feel oppressed without any actual oppression, and also inflame people to extremes where they think this kind of behavior is justified.

Making (1) the worst elements of Black society feel justified, while making (2) the White communities feel it is deserved, and (3) deceiving all (both Black and White) Americans into feeling safe in Black Communities even if it is a high-crime area.
If you are watching for 'Whitey' or the 'PoPo' you don't see it coming when your fellow Black jumps you; or, if you feel guilty of "implicit racism" you will suppress that primal warning in your head when a predator is approaching you. They are responsible for the murder, rape, and robbery of so many innocent victims of every color who should have know to be on their guard in dangerous areas.
I'm not guessing, I once got lost and drove into a downtown area I didn't know. I stopped at a gas station to get directions/bearings. An older black lady saw me and approached me VERY concerned. She asked me, "What'ch y'all doing here? Is you lost?". I told her yes, she gave me directions, and then she said to me, "Just go in that direction, but you gotta get on up outa' here! It ain't safe! You just gots to go quick!". I looked around and she was correct. I hadn't been paying attention, but it was a very bad area. She was not being hostile or trying make me feel unwelcome. She was genuinely concerned for my safety.
