its not necessarily weak, but collectivism vs individualism. its quite easy to gather a bunch of pathetic losers and make them feel important and special by doing leftist dirty work. on the flip side, those who are accomplished in life and productive members of society want to be left alone to enjoy the fruits of their labors. they CAN be involved in collectivist activity, but only if the collective shares their place in life - hence a homogeneous society having the most civic participation, while a heterogeneous society.... well, just look at commiefornia
