I worked in DC 1987 - 1994, inside of Union Station. At lunch, I’d walk up to and around the Capital. At that time you had to be aware of kids on bicycles, who would snatch the gold chains right off your neck. That was also when they told tourists to stop wearing Fanny packs, because they would slice them with a knife and run with them. And all this in broad daylight.
