At 1:17 it sounds like there's a take-charge guy (NG probably, I can't tell. Voice sounds military-ish) who said "Somebody died [garbled] 911."
It sounds like the guy taking charge has already decided the guy is dead without checking for a pulse first and announced it to everyone. I've never seen somebody die in person to know if you can just call it like that. Maybe the injury was bad enough that people could tell by looking since this recording is blurred, I don't know. He also shouts some stuff about it being a crime scene and all the NG are trying to usher people back slowly.
At 1:22 the same guy is shouting "There's gas leaking" from the car.
Everybody backs up quick at that point not just because it's a crime scene, but because of the potential danger to everyone from that. So nobody after that point was allowed near anyway.
Seems like one guy took quick charge, made some calls, and people followed what he was saying. That's my take anyway.
