No. Whitey Bulger was just wrapping up a prison stint for bank robbery when the 1965 murder of Teddy Deegan, the OP referenced, went down. His reign of terror came later.

Ok, but didn't part of the Bulger story entail the FBI sending someone else to jail for some of his crimes, murder among them?

No. Bulger and his partner Stevie "The Rifleman" Flemmi were FBI informants and ratting on their compadres who were committing crimes alongside them. The people they ratted were just as guilty as they were.
