They do have paper versions, they're just mainly showing the app because too many morons will be drawn in by the "Hey cool, it's super convenient and I won't lose it!" It's mostly to appeal to the younger crowd that's all about compliance.
They can't push something like this as mandatory if they don't somehow appeal to the elderly too who can't figure out how to use a smartphone (my mom is one). My mom is full covidian and she'd be upset if she was told she had to get a smartphone. She already had her first vaccine shot, idk about the second yet. I haven't tried to talk her out of it because she has been calling me a conspiracy theorist for quoting CDC stats at her. She won't listen to anything I say.
