Ramon Vazquez-Carmona, a 42-year-old illegal alien, was charged last week with involuntary manslaughter while drunk driving after he allegedly hit and killed Kansas resident Cynthia Goulding, a two-time cancer survivor and grandmother to 25 grandchildren.
