Once the citizens grand jury gets called they will start acting right. Like any jury trial, theres a greater than 0 chance someone just decides to nullify and let the government off. But when they realize that there is an outside body that has full discretion on what they are looking for, not letting them investigate themselves, they wont feel invulnerable.
