It's not racial discrimination, it's just that, in mine and many peoples experience, minorities are by and large too poor and/or lack the intelligence to go see medical professionals. Minority communities usually can't maintain a job or career due to terrible work ethics and thus need the help of the white authorities in government ans other fields. Honestly, it's sad to see groups of people so dumb and poor.
