The problem with a lot of this stuff is that the medical politics has now gained the power to supercede all rights. In states where the Supreme Courts have ruled that abuse of governor powers is unconstitutional, they just use medical proxies they appointed.
Does legality matter if you do something and no consequences happen? Surely you've seen all of the illegal stuff from the last two years that has transpired without consequence?
The short answer is no, the long answer is yes/it doesn't matter that they aren't because they kind of are. Honestly, it would need to go to the SCOTUS for a determination. It's a very complicated, very lofty issue.
HIPAA should prevent disclosure of any personal medical information, but our government has already said fuck citizen rights by giving drug companies blanket immunity from liability related to the vaccines, so who really knows at this point.
