Oh, they'll skirt that. And here's how.

  1. No one that scans your "passport" will have any access or knowledge to your currently medical situation. Only whether or not you are "medically approved" based on certain standards.

  2. People who have legitimate exemptions will be able to "apply" for them, and will pass their little barcode scanner just like everyone else.

Of course I don't agree with any of this - that's just where my logic takes me to if I were going to try and make something like this work.

Then I start wondering, can you make this apply to certain foods people want to buy? Once a system like this is in place, what else can it be abused for?
