Kind of? Coughing is your body attempting to dislodge something in your throat (usually), so... if it goes on long enough your Indeed, choking.

Choking is relative, you can choke a little or you can choke a lot. Example, swallow a chicken bone, you may still be able to breath and cough, but it hurts like hell and makes breathing difficult, hence choking.

Correct you don't initiate the heimlech unless they stop coughing. If there's a chance for them to dislodge the obstruction you allow them to.
