This actually happens because of affirmative action. There are relatively few candidates that can even pretend to be qualified, so their salaries get bid up as everyone tries to fill the diversity quotas.

If it's a university, a PhD is a requirement, and there probably just aren't enough people with a PhD to fill all the diversity slots.
