it will be digital
first, an app on your phone and you'll need to carry your phone with you everywhere you go in order to shop, eat out, etc.
then, there will be a propaganda campaign pushing that phones are too cumbersome to carry around, they get lost, stolen, etc.
the more user-friendly, secure, and technologically advanced option will be to implant a small chip in the hand or forehead

What would their excuse for forcing chips on us be? if it's our choice whether to use phone or not
they will discontinue the app because it would no longer be the most secure/reliable method
if you choose not to get the chip, then you can't engage in commerce or work or go to school
