Dana Carvey did an impression of him that was perfect and I realized he just spoke like a creepy old man who strings random phrases together and restarts sentences halfway through them.
I find that creepy as well when he leans right into the mic and whispers a few words then back to mumbling thru the rest of the speech barely able to even open his mouth.
