The first companies to do it need to be slammed with negative reviews, messages, and boycotts. The kicker will be if they create another wave of fake covid cases (or real ones, if the vaccine is priming people for that)...people will see the numbers and double down on the vaccine mantra.
The WH wants the private sector to take the lead so when people get pissed they'll get pissed at the private sector and not the WH.

I think the perfect form of protest would to picket businesses for requiring a passport while showing people your vaccine papers.
