It's how they test the test. If it doesn't register the positive control swab it means they could be getting false negatives from people who are infected. Likewise, the negative control is to make sure it's not picking up false positives.

Looks like they sealed already tested swabs, with the results labeled on the pack. They didn't merely throw out the swabs in the lab, they are reseald amd labeled.

Edit: control swabs to "test" the accuracy of test.
