Actually those ARE colonists about to depart. The southern nations are sending us their excess population organized by NGO on the ground to gather them up and send them north. Trump called them out on it and they more or less stopped. Now the flow is back on track and on course for over 800,000 new colonists to be sent to red states to flip the demographics.

Probably not, they learned their lesson from the USSR. A single-party state just incites rebellion. Pretending to have an "official" alternative pacifies the resistance. Even gets them to cheer on their own doom.
