I'd push it to 21, though; just saying, if you aren't old enough to be considered responsible to consume alcohol - you probably aren't responsible enough to chose to undergo a life altering medical procedure that results in nearly 42% suicide rates...

And it should allow insurance companies to deny them cancer treatments due to their risky behavior. At least for the men who go on estrogen, it's extremely carcinogenic for men.
