This is exactly how it is in China. The Chinese people never help each other, no matter what, because the law there will persecute anyone involved even if they were trying to help. This is well documented. I have seen videos of gangs of guys going into restaurants and beating the ever living crap out of someone right there in front of everybody. Everyone in the restaurant just sits there and does nothing. Most of them will not even look, they just act like nothing is happening. It is terrifying that it is starting to happen in America.
