Maybe you're right but there are gates on the front side of both sections that appear to have direct ground level access into the area. There also appears to be covered access tunnels leading to the exterior grounds by exiting into the covered areas. Why have the covered segments if it's all just sewage? Also seems overbuilt if the purpose is just waste disposal.

It looks more like an area where they might be able to cantina and exercise them.
