Not as far as I've been able to see. Haven't tried it very recently, but a while back this definitely wasn't happening. Sucks because when I see the same misinformation in several comments on the same thread, and I think it's important enough to need thorough correcting, I have to copy the same corrective reply to a bunch of different people on the thread. Would like to be able to just reply to one, and put the other usernames at the end of the comment, and have all of them see it in their inboxes.
It should give them a notification just like regular notifications. Maybe they’re not answering? I don’t know
A few months ago I tried checking with a couple of people directly after I'd tried notifying them by putting their username in a comment, and they hadn't gotten a notification. Maybe it's been fixed since then, but I've never heard anything about that feature being added, and I never see anybody using it as a way to ping or cc additional users on a comment.
I know I used it to a mod on GA a few days ago, in middle of a message. They replied with link I needed. I was shocked they got it and replied.
