Well in Africa where you are more likely to die younger a fast life strategy is more strategic. Also the less sexually diamorphic the sexes are. So less gender roles than a northern hemispheric evolution brings, as well as a need to spread your seed far and wide. Coupled with faster maturity so the children can survive on their own faster.

Both athletic and IQ are mostly innate, genetics-based qualities, so it won't be a fair comparison, either. What's not innate is decency, humanity, civility, etc. which can make fair comparison. Not all cultures are equal in merit. The key is to change for the better. Asian Japan and South Korea changed for the better by adopting Western values post WW2. American blacks can change for the better still by doing just that. There is a reason why African blacks look down on American blacks, no?
